11:00 AM    Webinar - "Substantial Service" and "Educational Broadband Content"

Presenters: Brian Goemmer, Director Spectrum Operations, Clearwire; Steve Gorski, President, The Source for Learning; Chris Murray, VP External Affairs, Clearwire

In this session, Clearwire will give an overview of the 4G network it is building in 2010 and 2011, and review best practices in educational broadband content and applications. There will be an opportunity to exchange ideas on how licensees are meeting substantial service requirements by putting Educational Broadband Services to work for their teachers, students, and communities

With the start up of WiMAX networks, the fourth generation of wireless has arrived.

According to industry experts, LTE (Long Term Evolution), the wireless technology   favored by traditional wireless carriers is only a few years behind. What are the technical and service  advantages of  LTE  and WiMAX?  Is WiMAX, itself a long term technology or is  it the transition to a technology that is technically superior?.

Although many EBS licensees are committed to long term and productive spectrum leases, there still remains licensees with un-leased spectrum, leases due to expire, and leases in which either the financial or technical provisions are no longer consistent with either regulation or the leasing environment..

This session provides both the information and guidance those licensees will need to reach a leasing agreement that serves both their financial and educational goals.

9:00 AM    Session – A Washington Update - FCC Regulation and Other Issues

Although many of the rules affecting EBS stations are now in place, there are still important regulatory issues, requirements and deadlines that impact on you and your license.  This session will cover the entire “Washington scene” -- the FCC EBS “white space” licensing proceeding, the FCC decision on old ITFS lease terms, requirements and deadlines for completion of the band plan transition process, requirements for the 2011 substantial service deadline, analysis of the FCC’s National Broadband Plan and its affect on EBS, and an update on the broadband funding grant program.  There will be time as well for your FCC-related questions.

Northern Michigan University needed to provide its students with anywhere/anytime access to the Internet and the University's learning resources. Located in Marquette, Michigan, an area unlikely to attract a commercial service, NMU determined to build their own WiMAX system, one that now serves its campus and the entire Marquette community within thirty miles.

Guest Speaker: Betty Ann Kane, Chairman, DC Public Service Commission

Encouraged and supported by the FCC, individual states are creating inventories of broadband services within their borders. Chairman Kane has been a leader in  The National Association of  Regulatory Utility Commissioners initiative to create a BestBroadbandPractices.org website, where states and other agencies can share information on broadband  initiatives and efforts to  bring  broadband services to un-served and under served  populations

By providing all underclassmen with either Apple iPhones or iPod touches, Abilene Christian University is working to integrate mobile learning into all aspects of Its curriculum and campus life. With mobility providing student and faculty with anytime/anywhere access to each other and to learning resources, ACU is finding new ways to involve students and faculty in research, collaboration, and innovative learning methods.

Tour of the Clark County Educational Technology Campus and Vegas PBS

The new Clark County Schools $37.5 million Educational Technology Campus demonstrates the principle that in telecommunications the whole is really greater than the sum of its parts. In one facility the ETC brings together wired and wireless, broadcasting and production, instruction and public service, streaming video and data casting, teacher managed  support for classroom learning and a virtual high school, the preschool programming of Ready To Learn and services to Nevada's hearing and visually impaired population

Designed to make the minimum impact on the environment, the ETC was built with, recycled steel, wood products from replanted firs, recycled or agriculturally-based floor and wall coverings to meet the new standards for energy conservation, and relies on geothermal wells to lower cooling costs, solar-voltaic panels, energy-efficient, window and shading systems and water use reduction systems to achieve average energy savings  35 percent below current building codes

EBS licensees without a commercial partner to assure meeting the Substantial Service requirement may be able to use a low power alternative to create their own stand alone wireless network. Learn how femto cell and other low-power technologies may be the answer.

Session B:  Creating a Multi-Community Learning Community

Presenters:  Jeff Gangloff, Distance Learning Coordinator, Views on Learning/NIESC;  Les Turner, Director of Technology for the Northern Indiana Educational Service Center

Description and demonstration of the live interactive distance learning system Views on Learning is using to create a multi-community learning           Consortium.  VOL, a nonprofit with EBS Licensees in several communities, is using lease revenues to provide participating schools with access to video conferenced classes and professional development and virtual field trips by providing the needed equipment, training and free access to a          multipoint video bridge.

We end the Annual Meeting in the NEBSA Tradition by coming together for a final dinner and entertainment.

The NEBSA2010 Final Event is not your typical Las Vegas show.  We'll take the bus to the Plaza Hotel, have dinner in a red curtained reminder of  the dinner theaters of the Vegas 60's and, then, watch the "return" of  The Rat Pack, the most famous show routine of the early Vegas years.

"The Rat Pack is Back" is the only Vegas based show with national touring companies and an award from the "Congress of the United States". The fabulous retro-authentic new Copa Room at the Plaza is the only theatre left in Vegas with real Maitre’D cocktail and booth seating, showroom beverage service and an actual dinner in the showroom option for a true once in a lifetime Las Vegas experience.

The "Rat Pack is Back", portraying Frank Sinatra, Sammy Davis Jr., Joey Bishop and Dean Martin, takes audiences back in time to an era when shows on the Las Vegas Strip featured only all-live music and entertainers who really knew how to work the crowd. Backed by a 12-piece band the guys sing timeless Rat Pack hits including “Luck Be a Lady,” “Lady is a Tramp” and “New York New York..” They convey all of the charisma and camaraderie of the real entertainers.
